Keystone Civil Design LLC was founded by Seth Francis and Jonathan Ghulam, two engineers who first met in college, built their careers in the engineering industry, and decided to return home to East Tennessee to create something of their own. What started as classmates working side-by-side has grown into a partnership built on trust, technical expertise, and a shared vision for better solutions for their clients.
