Where Your Project Comes First.

Keystone Civil Design LLC was founded by Seth Francis and Jonathan Ghulam, two engineers who first met in college, built their careers in the engineering industry, and decided to return home to East Tennessee to create something of their own. What started as classmates working side-by-side has grown into a partnership built on trust, technical expertise, and a shared vision for better solutions for their clients.

We are more than engineers, we are neighbors. Having lived, studied, and worked here, we know the challenges and opportunities of building in this region. Keystone Civil Design exists to serve our community with practical, forward-thinking solutions that make a lasting impact. From small local projects to large-scale developments, we design with people, places, and long-term growth in mind.

As a dedicated site design firm, we provide comprehensive civil engineering services that balance precision, compliance, and creativity. Our work ensures that projects are not only buildable, but also sustainable and valuable for years to come.

Rooted in East Tennessee, we aim to grow nationally while keeping our local commitments at the heart of what we do. Whether serving a hometown business, a municipality, or a national developer, our promise is the same: reliable engineering, honest relationships, and designs that stand the test of time.
